Objectives and tasks

The journal ”IZVESTIYA SFedU. ENGINEERING SCIENCES”, which is the legal successor of the scientific journal “Izvestia TRTU”, published since 1995, was created in order to ensure modern quality of education based on maintaining its fundamental nature and compliance with the current needs of the individual, society and the state, as well as covering the problems of developing the scientific, technical and information space of the Southern Federal District of Russia.

The purpose of the “IZVESTIYA SFedU. ENGINEERING SCIENCES” – to present to the scientific community, university professors, young scientists and postgraduate students both in Russia and abroad original results of theoretical and applied research in the field of modeling and design, computer engineering and information science, radio engineering, automation and control, telecommunications, electronics and nanotechnology, information security.

The journal has the following objectives:

  • covering the theoretical and methodological foundations of designing and implementing promising information technologies, creating an information source for scientists and specialists covering new scientific results in the above areas;
  • familiarization with advanced ideas, achievements and developments in the field of technical and engineering sciences;
  • disclosure of the experience of scientific and technical research accumulated in foreign and Russian practice at the level of world standards;
  • consolidation of scientific potential around the study of problems related to the development of science and technology.

Reviewing

1.1. These Regulations on the procedure for reviewing manuscripts submitted for publication in the journal "IZVESTIYA SFedU. ENGINEERING SCIENCES" (hereinafter referred to as the Regulations) regulate the procedure for reviewing author's articles, materials (hereinafter referred to as the Article) received by the editorial board of the scientific journal "IZVESTIYA SFedU. ENGINEERING SCIENCES". (hereinafter referred to as the Journal).

1.2. The review is carried out in order to select the most relevant, original, scientifically novel materials, to improve the quality of published Articles and to ensure a high scientific level of the Journal.

1.3. The review is carried out by members of the editorial board and external experts on behalf of the editors. All reviewers must be recognized experts in the subject of the reviewed materials and have publications on the subject of the reviewed Article over the past three years.

1.4. The editors of the Journal review all materials submitted to the editors that correspond to its subject and are designed in full compliance with the requirements for manuscripts posted on the Journal's website.

1.5. Reference and informational materials, reviews, comments, etc. are not subject to review.

1.6. The Editorial Board of the Journal organizes and conducts double-blind peer review (the reviewer does not know who the author of the Article is, the author of the Article does not know who the reviewer is).

  1. Article review regulations

2.1. The Editorial Board of the Journal carries out double-blind peer review of all incoming Articles that correspond to the subject matter of the Journal for the purpose of their expert assessment. Articles that do not correspond to the subject matter of the Journal will not be accepted for consideration.

2.2. The reviewer is appointed in accordance with the profile of the Article submitted to the Editorial Board of the Journal.

2.3. Reviewers are notified that the Articles submitted to them are the property of the authors and are classified information that is not subject to disclosure.

2.4. The review period is determined by the Editorial Board and the Editor-in-Chief of the Journal, taking into account the planned publication dates of the Journal. The maximum review period is no more than 3 months.

2.5. The review must be prepared with mandatory coverage of the following provisions:

- the title of the Article;

- the Article's compliance with the subject matter of the Journal;

- clarity of the scientific problem statement;

- relevance, originality and scientific (practical) significance of the research;

- theoretical and methodological basis of the research;

- reliability of the information used by the author;

- validity of the conclusions made;

- correctness in use terms;

- relevance and correctness of the design of figures, tables and formulas;

- clarity, informativeness of the Article title;

- correct choice of keywords;

- quality of the abstract (completeness and conciseness of the reflection of the content of the Article).

2.6. All comments made by the reviewer must be specified, and negative assessments must be substantiated.

2.7. The recommended volume of the review must be at least 2000 characters.

2.8. The electronic version of the review is transferred to the Academic Secretary of the Journal.

2.9. The review ends with an overall assessment of the Article and the reviewer's recommendation for publication in the Journal: "Recommended for publication", "Recommended for publication after revision or taking into account comments", "Not recommended for publication". Upon receipt of a positive review, the Article is published in the order of priority determined by the editorial board or the editor-in-chief of the Journal.

2.10. If the review contains recommendations for correcting and revising the Article, the Editor-in-Chief of the Journal sends the author a copy of the review (without indicating the last name, first name, patronymic, position, place of work of the reviewer) with a proposal to take the recommendations into account when preparing a new version of the Article.

2.11. The revised Article is sent by the author to the editorial board of the Journal, reviewed in the general manner and sent for re-review along with the author's response to each point of the comments.

2.12. The editorial board of the Journal has the right not to accept the author's material for review in the following cases:

- failure by the authors to comply with the rules for the formatting of the Article;

- detection of elements of borrowing (plagiarism);

- inconsistency of the Article with the subject matter of the Journal;

2.13. The editors do not enter into correspondence with the authors of articles not recommended for publication by the reviewers.

2.14. Reviews are stored in the editorial board of the Journal.

2.15. Upon receipt by the editorial board of the Journal of a corresponding request from the Ministry of Education and Science of the Russian Federation, the editorial board of the Journal is obliged to send copies of all requested reviews to the ministry

Ethics of scientific publications

The section has been prepared based on materials from the Elsevier publishing house of scientific and medical literature, as well as on materials from the International Committee on Publication Ethics (COPE)

Introduction

1.1. Publication of materials in peer-reviewed journals is not only a simple way of scientific communication, but also makes a significant contribution to the development of the relevant field of scientific knowledge. Therefore, it is important to establish standards for future ethical behavior of all parties involved in the publication, namely: Authors, Journal Editors, Reviewers, Publisher and Scientific Society for the journal “IZVESTIYA SFedU. ENGINEERING SCIENCES”

1.2. The journal not only supports scientific communications and invests in this process, but also bears responsibility for compliance with all modern recommendations in the published work.

1.3. The journal undertakes obligations for the strictest supervision of scientific materials.

  1. Duties of Editors

2.1. Publication Decision

The Editor of the scientific journal “IZVESTIYA SFedU. ENGINEERING SCIENCES” is personally and independently responsible for making the decision to publish, often in collaboration with the relevant Scientific Society. The integrity of the work under consideration and its scientific significance should always underlie the decision to publish. The Editor may be guided by the policies of the Editorial Board of the journal “IZVESTIYA SFedU. ENGINEERING SCIENCES”, constrained by applicable legal requirements concerning libel, copyright, legality, and plagiarism.

The Editor may confer with other Editors and Reviewers (or officers of the Scientific Society) when making decisions about publication.

2.2. Integrity

The Editor should evaluate manuscripts for their intellectual content without regard to the race, gender, sexual orientation, religious beliefs, origin, citizenship, or political preferences of the Authors.

2.3. Confidentiality

The Editor and the Editorial Board of the journal “IZVESTIYA SFedU. TECHNICAL SCIENCES” are obliged not to disclose information about the accepted manuscript to anyone other than the Authors, Reviewers, potential Reviewers, other scientific advisers and the Publisher unless necessary.

2.4. Disclosure policy and conflicts of interests

2.4.1 unpublished data obtained from the manuscripts submitted for consideration, cannot be used in personal studies without the author’s written consent. Information or ideas obtained during the review and related to possible advantages should be stored confidential and not used to obtain personal benefits.

2.4.2 Editors must take self-expense from the consideration of manuscripts (namely: to request a co-editor, assistant editor or cooperate with other members of the editorial board when considering work instead of an intrinsic review and decision-making) in the event of interest conflicts due to competitive, joint and other interactions and relations with authors, companies and, possibly, other organizations related to the manuscript.

2.5. Supervision of publications

The editor, which provided convincing evidence that the allegations or conclusions presented in the publication are erroneous, must report this to the journal in order to receive changes, the seizure of publication, expressing concern and other relevant statements of applications.

2.6. Involvement and cooperation in the framework of research

The editor takes adequate response measures in the case of ethical claims regarding the considered manuscripts or published materials. Such measures in general terms include interaction with the authors of the manuscript and the argumentation of the corresponding complaint or requirements, but can also imply interactions with relevant organizations and research centers.

  1. Responsibilities of reviewers

3.1. Influence on the decisions of the editorial board

Reference helps the editor to make a decision on publication and, through appropriate interaction with the authors, can also help the author improve the quality of work. Reference is a necessary link in formal scientific communications, located in the very “heart” of a scientific approach. The publisher shares the point of view that all scientists who want to contribute to the publication are obliged to carry out significant work on the review of the manuscript.

3.2. Diligence

Any chosen reviewer who feels not enough qualifications for consideration of the manuscript or does not have enough time to quickly perform work, should notify the editor of  “IZVESTIYA SFedU. ENGINEERING SCIENCES” and ask to exclude it from the process of reviewing the corresponding manuscript.

3.3. Confidentiality

Any manuscript obtained for review should be considered as a confidential document. This work cannot be opened and discussed with any persons who do not have the authority from the editor.

3.4. Manuscript requirements and objectivity

The reviewer must give an objective assessment. The author’s personal criticism is unacceptable. Reviewers should be clearly and argued to express their opinion.

3.5. Recognition of the original sources

Reviewers should identify significant published work corresponding to the topic and not included in the bibliography to the manuscript. For any statement (observation, conclusion or argument), published earlier, the manuscript should have an appropriate bibliographic link. The reviewer should also draw the attention of the editor to detect a significant similarity or coincidence between the manuscript in question and any other published work located in the field of scientific competence of the reviewer.

3.6. Disclosure policy and conflicts of interests

3.6.1 unpublished data obtained from the manuscripts presented for consideration, cannot be used in personal studies without the author’s written consent. Information or ideas obtained during the review and related to possible advantages should be stored confidential and not used to obtain personal benefits.

3.6.2. Reviewers should not participate in the consideration of manuscripts in the event of conflicts of interests due to competitive, joint and other interactions and relations with any of the authors, companies or other organizations related to the work presented.

  1. Responsibilities of the authors

4.1. Manuscripts requirements

4.1.1 The authors of the report on the original study should provide reliable results of the work done as well as an objective discussion of the significance of the study. Data underlying work should be presented unmistakably. The work should contain enough details and bibliographic links for possible playback. False or obviously erroneous statements are perceived as unethical behavior and unacceptable.

4.1.2. Reviews and scientific articles should also be precise and objective, the point of view of the editorial office should be clearly indicated.

4.2. Access to data and their storage

The authors may be requested by unprocessed data related to the manuscript to review editors. The authors must be ready to provide open access to such information (according to AlpSp-STM Statement ON DATA and Databases), if it is feasible, and in any case, they are ready to maintain these data for an adequate period of time after publication.

4.3. Originality and plagiarism

4.3.1 authors must make sure that completely original work is presented and in the case of use of work or approval of other authors should provide appropriate bibliographic links or excerpts.

4.3.2 plagiarism can exist in many forms, from the presentation of someone else's work as copyright to copying or paraphrasing of significant parts of other people's work (without indicating authorship) and to the statement of their own rights to the results of other people's research. Plagiarism in all forms is unethical actions and unacceptable.

4.4. Multiplicity, redundancy and simultaneity of publications

4.4.1 In the general case, the author should not publish a manuscript, for the most part devoted to the same study, in more than one journal as an original publication. The presentation of the same manuscript simultaneously in one magazine is perceived as unethical behavior and unacceptable.

4.4.2. In general, the author should not submit to another journal a previously published article.

4.4.3. The publication of articles in more than one journal is in some cases the ethical subject to certain conditions. The authors and editors of interested magazines must agree to a secondary publication, which is necessarily the same data and interpretations as in the primary published work.

The bibliography of primary work should be presented in the second publication. More information about the permissible forms of secondary (repeated) publications can be found on the www.icmje.org page.

4.5. Recognition of the original sources

It is necessary to always recognize the contribution of other persons. The authors should refer to publications that are important for the performance of the presented work. The data received private, for example, during the conversation, correspondence or during discussion with the third parties, should not be used or presented without a clear written resolution of the source. Information obtained from confidential sources, such as the assessment of manuscripts or the provision of grants, should not be used without a clear written permission of the authors of work related to confidential sources.

4.6. The authorship of the publication

4.6.1, the authors of the publication can be only persons who have made a significant contribution to the formation of the plan of work, the development, execution or interpretation of the presented study. All those who made a significant contribution should be designated as co -authors. In cases where the study participants made a significant contribution to a certain area in the research project, they should be indicated as persons who have made a significant contribution to this study.

4.6.2. The author must make sure that all participants who have made a significant contribution to the study are presented as co -authors and are not given as co -authors those who did not participate in the study that all co -authors saw and approved the final version of the work and agreed with the presentation of its publication.

4.7. Risks, as well as people and animals acting as objects of research

4.7.1 If the work involves the use of chemical products, procedures or equipment, during the operation of which any unusual risk is possible, the author must clearly indicate this in the manuscript.

4.7.2 If the work is supposed to participate in animals or people as objects of research, the authors must make sure that the manuscript indicates that all stages of the study comply with the legislation and regulatory documents of research organizations, and are also approved by the relevant committees. The manuscript should clearly reflect that informed consent has been received from all the people who have become objects of research. It is necessary to always monitor compliance with the rights to the inviolability of private life.

4.8. Disclosure policy and conflicts of interests

4.8.1, all authors are required to disclose in their manuscripts financial or other existing conflicts of interests that may be perceived as influencing the results or conclusions presented in the work.

4.8.2 Examples of potential conflicts of interests must be disclosed, include employment, consulting, the availability of shareholders, receiving fees, providing expert opinion, patent application or registration of a patent, grants and other financial security. Potential conflicts of interests should be disclosed as early as possible.

4.9. Significant errors in published work

In case the author finds significant errors or inaccuracies in the publication, the author must inform the editor of the “IZVESTIYA SFedU. ENGINEERING SCIENCES” and interact with the editor in order to quickly withdraw the publication or correction of errors. If the editor or publisher received information from the third party that the publication contains significant errors, the author is obliged to remove the work or correct errors as soon as possible.

  1. The duties of the publishing house

5.1 The publisher must follow the principles and procedures that contribute to the performance of ethical duties by editors,

Reviewers and authors of the “IZVESTIYA SFedU. ENGINEERING SCIENCES” in accordance with these requirements. The publisher should be sure that the potential profit from the placement of advertising or the production of reprints did not affect the solutions of editors.

5.2. The publishing house should support the editors “IZVESTIYA SFedU. ENGINEERING SCIENCES” in the consideration of claims to ethical aspects of the published materials and help interact with other magazines and / or publishers, if this contributes to the performance of the duties of editors.

5.3. The publisher must contribute to the proper practice of conducting research and implement industry standards in order to improve ethical recommendations, seizure and correction of errors.

The publication in the magazine for authors is free.

Editorial board of the magazine Izvestia YuFu. Technical Sciences ” /“ Izvestiya SFEDU. Engineering Sciences ”, when considering the article, can verify the material using the Anti -Plagiat system. In case of detection of numerous borrowings, the editorial office acts in accordance with the Code rules.

 

Preprint policy

In the process of submitting an article, the author must confirm that the article was not published or was not accepted for publication in another scientific journal. Considerations are allowed previously posted by authors on personal or public sites that are not related to other publishers and magazines.
